In honor of the recent passing of Earth Day and Governor Riley’s passing of a recycling bill that will provide funds for communities to develop recycling programs, we here at The Smorgasbord thought it would be neat to learn about the benefits of recycling.

“Since 1950, we have consumed as much as all the generations before us combined.”

“Every day American businesses generate enough paper to circle the earth 20 times.”

“By recycling one ton (2,000 lbs.) of paper, we save: 17 trees, 6,953 gallons of water, 463 gallons of oil, and 4,077 Kilowatt hours of energy. We also reduce air pollution by 587 pounds and landfill space by 3.06 cubic yards.”

Recycling aluminum saves about 95 percent of the energy it would take to produce aluminum from its original source, bauxite.”

“Recycling one ton of material in a typical curbside recycling program can conserve at least $187 worth of electricity, petroleum, natural gas, and coal, even after accounting for the energy used to collect and transport the material.

AIA Legislative Update

Session Closing in Sight
Legislators are looking for new revenue sources and we should all be concerned.  The teacher union is pushing several revenue measures and they usually get what they want.  The Alabama Senate is poised to consider a historical bill that would remove the state tax on groceries.  This may be a wonderful thing for some, but realize that Alabama taxpayers will lose the ability to deduct their federal income taxes from what they pay the state to offset the grocery tax.
 
The Alabama Senate has stayed bogged down in a filibuster over a local gambling issue for the past seven legislative days. With only six legislative days remaining, many are breathing a sigh of relief as time is running out on many anti-business measures.  Others who have legislation that they need to pass are upset as the Senate is not functioning.  All of the major issues AIA is working are stalled in the Senate.
 
Both Houses will return to Montgomery on Tuesday for the 25th legislative day.  They are scheduled to meet two days next week, three days the week of May 5th, skip the week of May 12th and finish on May 19th.  Remember, you can contact your House and Senate members in Montgomery by calling the House operator at (334) 242-7600 or the Senate operator at (334) 242-7800, or writing to them via the State House Office Building, Montgomery, Alabama 36130.
 
Statewide Code Authority Pending Senate Action
SB 483, by Sen. Lowell Barron (D) of Fyffe, would establish the Alabama Building Code Council (ABCC) within the Alabama Department of Economic and Community Affairs to establish, adopt, amend and update a statewide building code, which would be the standard for the building of residential and commercial structures in the state. HB 121, the House companion bill, passed the House by a large margin and is pending on the Senate calendar as well.  
 
The State Fire Marshall’s Office is trying to amend the bill to require fire sprinkler systems in all residential structures built in Alabama in the future.  Some localities are now questioning the bill as well saying they are concerned about local exemptions.  There may be language added to the bill to allow such local exemptions to be made unless there is opposition from others on the Code Authority.  This would make the process easier to administer than having to get the Code Authority to actually act on every exemption.
 
The bill calls for the initial code adopted by the ABCC to be based on the following:

  • 2006 International Building Code
  • 2006 International Residential Code
  • 2005 National Electric Code
  • 2006 International Plumbing Code (IPC)
  • 2006 International Mechanical Code (IMC)
  • 2006 International Fire Code (IFC)
  • 2006 International Fuel Gas Code (IFGC)
  • 2006 International Code Council Performance Code
  • 2006 International Existing Buildings Code

Under the bill, the Alabama Council AIA will have an appointment on the new ABCC.
 
Architect Registration Bills Pending in Senate
The legislation being pushed by the Board of Registration has moved to the Senate. HB 474, by Rep. Marcel Black (D) of Tuscumbia, passed the House 93 – 0 and is now pending on the Senate calendar.  The bill would make several changes to Alabama’s Architect License Law that would enable the Registration Board to punish those practicing architecture without a license.  Under the current law, Board officials say they lack the power to take action against such offenders. SB 266, by Sen. Larry Means (D) of Gadsden, is the Senate companion bill pending on the Senate calendar as well.
 
Both bills have been amended to include language that would require entities wanting to practice architecture in Alabama to file their intent to do so according to the Board’s regulations and to require the Board to maintain a list of those entities.
